The Institute was established in December 2019, and is jointly organized by Xiamen University and the Administrative Committee of Pingtan Comprehensive Experimental Zone using state-owned assets to cooperate and build. The Institute strictly implements the spirit of General Secretary Xi Jinping's important instructions on the opening and development of Pingtan, and accelerates the construction of one island, two windows and three districts in accordance with the overall layout of five-in-one and the four comprehensive strategic layout.
